Role Context:

We are currently recruiting for a Senior Cost Analyst to support the Northvolt Upstream 2 Battery Factory Project, located in Skelleftea, Sweden. The successful individual(s) will be engaged on a contract basis for an initial 12-month period, with the likelihood of a further 2 - 3 years of work on the project. This position is a site based role, hence the successful candidate is required to be based on site in Skellefteå, Sweden.

The Senior Cost Analyst will ensure that the project is executed on budget, and that it meets contract requirements, whilst also ensuring timely and effective cost reporting for the project.

Project Background
Our project will establish a large-scale lithium-ion battery factory in the Sweden (the “Battery Factory”). The Battery Factory will manufacture batteries for consumer and industrial products, including electric vehicles and solutions for energy storage systems. The Next Generation Upstream expansion is aimed at increasing the production of Cathode Active Material (CAM) for processing into battery cells in the different Downstream buildings. The first phase of the site is set to produce its first batteries by the end of 2022. The present scope of works concerns the expansion of the site to further enhance the battery production from 16 GWh to 61 GWh. In terms of CAM, the expansion takes the first phase production of 25,800 tonnes per annum to approximately 98,000 tonnes per annum.

Key responsibilities include but are not limited to;
Required to produce accurate TIC cost reports as per contractual and business Requirements
Responsible for managing all aspects of cost control for allocated package of work including; budgets, commitments, VOWD, accrual generation and forecasts for labour, sub-contract and procurement costs
Comfortable communicating cost data with Client and business stakeholders
Provide input & to review Project Controls procedures such as invoicing procedure, budget and cost control procedure, accounting & invoicing procedure, change order procedure ensuring compliance with all Contractual and business requirements
Prepare monthly internal cost reporting such as finance statements for business Management
Pray able to communicate month end results with the Client and business Management
Responsible for all Cost aspects of Project close-out and benchmarking
Required to promote good working relationships within the Project Controls Teams and other project departments and client representatives.
Required to show commitment to and promote business values and ensuring the realisation of company and project health, safety, environmental, quality and ethics, systems, policies and procedures


Key Requirements
Minimum 5 Years cost control experience.
Previous EPCM cost experience
Extensive knowledge of cost control/reporting techniques & methods

o Inspection and Test Records (A&B Check-sheets)
o Test Reports and Progress Reports
o Turnover package contents and standards
Ensuring the Close out database is customized as per Project specifications (reporting, engineering tables, A&B Check-sheet registers)
Support the Client and Contractors with CMT training and support
Coordinate with Engineering and Commissioning and Start up teams to ensure Systems are properly structured with tag items and associated check sheets
Provide completions status and reporting as required by the project
Ensuring that completed tag item check sheets are progressively scanned & uploaded into the database
Managing and tracking completion of Punch List data from Walk-downs
Assist in developing and deploying Project Close out Management systems and training
Establishes and maintains the “master data” for Systems Close out.
Responsible to ensure Contractors as appropriate provide multidiscipline engineering database information suitable for integration within the Close out Data base
Liaison with Document Control, ensures correct controlled flow of latest documentation throughout the Systems Close out Group
Responsible for ensuring the database is structured in accordance with project requirements
Advises on Check-sheets and System/Sub-system allocation, population and verification
Responsible for all ‘field generated documentation’ and the tracking / disposition of required turnover documents, including Turnover / Handover dossiers
Extensive experience in the use of procedures and workflows in the execution of projects
Extensive experience in the use of Close out Management Systems (databases)
Functional knowledge of all project discipline systems, design and reporting processes

The CMT Manager must have the knowledge, skills and ability to manage and coordinate a team of CMT administrators reporting to him and train all CMT users. A strong background in Petrochemicals/Oil & Gas and Pipelines with a minimum of 10 years related support experience in Commissioning, Turnover and Completions and at least 5 years CMT experience is also required. The Commissioning Specialist – is responsible for the coordination, planning and execution of all Mechanical Pre-commissioning activities. Responsible for accepting Mechanical equipment into service, ensuring all pre and post energization checks are completed utilizing the approved test records. Coordinate vendors in the testing of rotating, static, and other Mechanical equipment as required. The incumbent will execute the Mechanical commissioning plan to the overall procedure and instruct Pre-commissioning and Commissioning Teams and or Subcontractors for the necessary action, while maintaining the highest vigilance for Health, Safety and the Environment (HSE)


Key responsibilities:
Implementation of the Project safety management systems during the planning and execution of Pre-commissioning, Commissioning and Startup project phases, adapting them to the specific needs and any unique risks
Responsible for HSE performance for all personnel and facilities under their control during Pre-commissioning and Commissioning
Participate in the development and implementation of detailed execution plan for non-energized, energized testing activities, including schedule and budget fully integrated with the project schedule and budget including:

o System and Sub-system scoping
o Pre-commissioning procedures
o Commissioning procedures
o System testing procedures
o FAT & SAT coordination
o Commissioning Raw materials, intermediates and spares list
o Redline AFC drawings
o Facilitate test equipment calibration and certification verification
o Risk Management (system specific) and mitigations
Ensure compliance with engineering procedures, codes, standards & approved codes of practice
Review & approval of all mechanical engineering documents created by the contractor for pre-commissioning / commissioning
Input to the Completions Management Tool (CMT) including review & approval of project specific ITR’s. (Check-sheets)
Provide input into project plans and schedules, achievement of agreed schedule.
Develop Mechanical Commissioning Staff Mobilization and Demobilization Plans
Promote safety and environmental awareness through inductions, training and inspections
Assist in investigation all incidents/accidents and near misses and present reports accordingly
Monitor pre-commissioning activities and ensure these are executed in accordance with the project HSE, technical specifications, quality standards and procedures defined in the contracts.
Monitor material and equipment delivery and ensure storage, preservation and maintenance are performed and recorded, in line with vendor requirements
Review and comment on the Contractor’s documents on mechanical equipment including method statements, ITPs, work procedures and practices
Prepare Mechanical equipment/system commissioning/energization and testing procedures
Ensure that the Mechanical pre-commissioning and commissioning activities are properly organized, scheduled and conducted in a structured and safe manner, to test and certify that the installed equipment/systems, comply with the agreed performance parameters
Responsible for the safe and timely execution of all Pre-commissioning activities and integration of these activities with both Project and Operations
Proactive in promotion of HSSE at site, supporting the Client Management Team and Client HSSE
Responsible for the coordination of vendor representatives required during pre-commissioning
Responsible for the development and communication of the requirements and timing for Mechanical materials, resources and external services for pre-commissioning and ensures these requirements are secured
Report daily progress and work scope completion ensuring all issues, identified risks and concerns are clearly communicated and addressed
Leads daily execution kick off meetings and toolbox talks
Cooperate and support the Operations team in the execution of Start-up activities

Education, Skills and Qualifications:
The position requires a result driven personality, who can positively influence his team to meet progress targets, while maintaining the highest standings for HSSE. The incumbent will possess communications skills that will establish respect within his team while communicating the systems required for successful execution of the Commissioning scope. Must have knowledge, skills and ability to manage a diverse group of Mechanical personnel. A Mechanical specific background in Power generation and Oil & Gas experience with a minimum of 5 years Commissioning Lead experience is required. A degree/diploma in Mechanical Engineering or Journeyman’s Certificate with relevant experience is essential.
Position requires a minimum of 10 years of professional experience in a commissioning or Maintenance role, including Commissioning of complex installations to effectively lead, supervise and resolve execution issues on a day-to-day basis
Experience in computerized Project Completion and Certification System
Experience in EPC/EPCM Contract management
Extensive experience in the use of procedures and workflows in the execution of projects
Excellent interpersonal, leadership, and communications skills are essential
Thorough understanding of the risks and the technical/commercial issues associated with the development of oil and gas projects and operation of such plants/facilities
Must exhibit a strong track record of completion and success in delivery of pre-commissioning and commissioning and projects safely
Identify efficiencies in work scope execution methodology and sequence
Functional knowledge of all project discipline systems, design and reporting processes
Good working knowledge of design review and reporting technologies
Be able to liaise with the completions team to ensure that all certification and handovers are in place against schedule and identify risk
Strong Software skills
A fluent understanding of LOTO process and Permit to Work
